Some Sr Non-Coms can try to limit the visible potential of up and coming Sr Non-Coms by basing others’ ratings off of what they weren’t afforded. “ Why should I rate this person as a great leader on their NCOER if I wasn’t “. Some leaders are envious of other’s progress and want to try to “pull down” others in fear of them moving ahead.
